Logistikbude publishes sentiment index on the new EU Packaging Waste Regulation (PPWR)

Dortmund/Nuremberg, 12 August 2025: Logistikbude GmbH, together with the Stiftung Initiative Mehrweg and the Fraunhofer Institute for Material Flow and Logistics, surveyed managers in German companies about the new EU Packaging and Packaging Waste Regulation (PPWR). The ‘PPWR Sentiment Index German Economy 2025’ shows the extent to which companies are prepared for the new regulations and aims to raise awareness of the comprehensive impact of the regulation. The survey results will be available for free download on the Logistikbude website starting Tuesday, 16 September. The Dortmund-based start-up will also discuss the findings at FachPack in Nuremberg.
‘The new EU Packaging Regulation affects supply chains, packaging processes and compliance requirements. The sentiment index is intended to provide a realistic picture of the situation in practice and show where German companies are already well prepared for the new regulation – and where there is still room for improvement,’ says Michael Koscharnyj, co-founder and COO of Logistikbude GmbH.
The EU Packaging Regulation (PPWR), which came into force in February 2025, will be binding in all member states after a transition period starting on 12 August 2026, creating an updated legal framework for packaging and packaging waste. Among other things, it contains requirements for materials, regulations on reuse systems, and information and reporting obligations. The regulation is primarily aimed at companies that use or place packaging on the market – in particular producers, manufacturers, importers and distributors.
Koscharnyj emphasises: ‘The PPWR is not just about enforcing a specific quota. With this regulation, the EU is pursuing the goal of reducing the environmental impact of packaging and strengthening the internal market and the circular economy – an important and consistent development. Those who lead the way will benefit from competitive advantages.’

Logistikbude compiled the ‘PPWR German Economy Sentiment Index 2025’ in close cooperation with the Stiftung Initiative Mehrweg (SIM) foundation and the Fraunhofer Institute for Material Flow and Logistics (IML). Over a period of one month, the survey questioned executives, supply chain management specialists, sustainability officers and employees from the areas of packaging and packaging materials management and purchasing, among others. Using an online questionnaire, they assessed both their level of knowledge and their company's ability to implement the new requirements. A total of 90 companies from the retail, manufacturing, logistics, packaging production and pooling sectors took part. The companies ranged in size from small businesses with fewer than 50 employees to large companies with over 2,000 employees.

Focus topic of Logistikbude's FachPack presentation
The Packaging Ordinance is the central theme of FachPack 2025 in Nuremberg – and Logistikbude is also placing it at the heart of its trade fair presentation. At its stand in Hall 3, Stand 3-521k, visitors can check how well they are prepared for the PPWR and compare their results directly with the company data recorded in the sentiment index.
In addition, co-founder Koscharnyj will present the most important practical findings from the sentiment index as part of the PACKBOX expert forum ‘PPWR Challenges 2030 – Answers from Research’. The panel discussion, organised by the Fraunhofer Institute for Process Engineering and Packaging IVV and the Institute for Material Flow and Logistics IML, will take place on Tuesday, 23 September, at 2 p.m. in Hall 4, Stand 4-209.
In addition, Logistikbude will present its software solution, which allows reusable packaging such as Euro pallets, containers or racks to be tracked in real time, including an overview of stocks, requirements and circulation times. Logistikbude will be on site throughout FachPack, from 23 to 25 September.
